A folder of documents produced by the Ministry of Economic Warfare concerning a memorandum written by Lieutenant Sheridan Lea on the effectiveness of German propaganda, and the inability of British propaganda to counter it. The memorandum attributes the collapse in French morale during the German invasion of France in large part to the sophistication and resulting effectiveness of German propaganda, and suggests that to beat Germany, British propaganda needed to adopt the same methods. Lea recommends in particular a "Ministry of Attack", leaflet activity, political education, and above all the need to convince the world of the "strength of England; that is, its will to win by any and every method.” The folder also contains correspondence discussing the conclusions and recommendations of the memorandum and Lea’s suitability for employment within the intelligence services.
