A file of reports, memoranda, and correspondence concerning control and organisation of British propaganda, and in particular whether the Foreign Office or the Ministry of Information should be in charge of propaganda directed abroad. The subjects of discussion in this file include arguments put forward by representatives of both departments, including Sir John Reith, for control of propaganda; a report on intelligence sources that could be used to improve British propaganda, including foreign newspapers and the interrogation of prisoners of war; liaison between departments; the distribution of British newspapers in neutral countries; and the use of the Secret Intelligence Service (MI6) to assist propaganda work.
