A draft report on propaganda directed towards continental Europe produced by the Political Warfare Executive. The report is accompanied by a memorandum discussing its conclusions and recommendations, among which are: that propaganda should be directed primarily to the working classes; political feeling in Vichy France was gravitating to the left wing; an assessment of the political situation of the countries under Nazi occupation, and the effect this had on allied propaganda requirements; the importance and necessity of propaganda; that British propaganda was to a degree in competition with Soviet propaganda; discussion of post-war treatment of Germany in propaganda; British relations with Allied governments-in-exile; and the use of the Atlantic Charter as a basis for propaganda efforts.
