The documents concern the funding of the revolutionary government; the organisation of espionage and agitation against the counter-revolutionary movement in Germany; a discussion of surveillance of foreign embassies; a list of agents carrying out this surveillance; requests for additional staff; instructions for propaganda activities; and a request for information about ammunition reserves.
