A file of correspondence addressed to the Secretary of State for Foreign Affairs by Arthur Hewer, who wished to be paid for services he claimed had been performed for the foreign office before the First World War. The letters, mostly directed to Sir Charles Hardinge contain information which is claimed to be intelligence of German planned attacks on the Royal Navy, as well as claims of ill treatment towards Hewer and his family, and letters from the Foreign Office refusing to meet his demands.
