5. ROUMANIA: MEDICAL SUPPLIES. The extent of Roumanian casualties is reflected in the very urgent attempts of the War Ministry to obtain a million metres of lint and 10 tons of cotton wool as well as linen and sheets for army use. 6. GERMAN ARMY BOOTS. The decrees rationing, and prohibiting the manufacture of, felt hats in Germany is probably the result of the necessity of providing felt boots for the army during the winter campaign in Russia. The standard German military boot is not designed for conditions of extreme cold and there have been reports of considerable numbers of German casualties from frozen feet.
