GERMAN LEATHER SHORTAGE. 4. The shortage of leather for civilian footwear is acute throughout German Europe, though there is as yet no evidence of a serious shortage of military boots. In Germany itself substitute materials such as certain types of wood, artificial leather, unreclaimable rubber and cork, which have been widely used for civilian footwear in the past, are now in such short supply that extensive use is being made of plaited straw. FRENCH SOMALILAND. 5. Scurvy cases among troops rose from 35 in the first week to 126 in the last week of September.
