5. The ordinary interests of transport efficiency would not be met by such an appointment, unconnected as it is with the regular transport organisations. These were brought to a high pitch of co-ordinated efficiency before the War, and have since been subjected to a series of increasingly severe adjustments in the interests of economical working. 6. It seems that the only reason for such an appointment must be the most vital need for extraordinary immediate economies in the use of motor vehicles.
