3. If occupation were attempted, the most probable methods would be:(a) By transporting a small force in warships from occupied French ports. This would limit the Force to a maximum of two battalions. (b) By concentrating troops in French ships bound ostensibly for DAKAR. This would permit the transport of slightly greater forces, but would entail greater risks. (c) By an air-borne expedition from DAKAR. This presupposes complete German control of French North Africa, in which case occupation of the CAPE VERDE ISLANDS would hardly be necessary.
