Holland and Belgium. (Possible German Intentions) Note by the Secretary

4. In the past weeks there have been frequent rumours that Germany intended to launch an attack in the West. It has also been stated that a preliminary to this would be an attack on Denmark and Norway. The latter has been put into effect. Although this is no proof that further operations are intended, report and rumour that an offensive on the Western Front is to take place in the immediate future, though of unknown reliability, are at least so persistent that it is impossible to disregard them. Such an operation could be the continuation of a large plan of which the Scandinavian campaign is part.
