intentions, it will be essential for some similar body to be kept permanently in being, and to commence its operations at the very inception of any strategical proposal. 6. It is proposed therefore that Chiefs of Staff approval should be sought for the permanent retention of the present Inter-Services Security Board, that the broad lines of policy should be laid down by the Joint Intelligence Sub-Committee, and that, given the broad lines of policy, the Board should be free to act in matters of detail, reporting from time to time to the Joint Intelligence Sub-Committee.
