5. All executive orders which are to be issued in connection with the preparations at present being made, will be sent by the Department concerned to the Security Board for scrutiny, before despatch. 6. The Security Board will be responsible for obtaining the co-operation of the French in detailed security measures through Capitaine de Brantes, the French officer who is collaborating in the preparation of plans. MEASURES TO PREVENT LEAKAGES OF INFORMATION. 7. The officers and departments concerned will be responsible for carrying out all normal security measures to safeguard the secrecy of these plans.
