POSSIBLE GERMAN REACTIONS. 5. It is considered that there is no serious military danger of the Germans attempting to forestall us by invading Roumania before we were ready to act. Such action would entail the possibility of war on three fronts for the Germans, and it would be very difficult for them to undertake operations in Roumania before the end of the spring thaw, which normally occurs during April and May. INTER-SERVICE SECURITY BOARD. 6. If the War Cabinet approve the proposal that operations in the Middle East should be used as cover in order to deceive the enemy as to the object of our preparations, the necessary detailed executive action would be co-ordinated by an Inter-Service Security Board consisting of an officer of the Intelligence Branch of each of the three Service Departments.
