DRAFT TOP SECRET CYPHER TELEGRAM From:Cabinet Offices To:S.E.A.C. For Commanders-in-Chief From Chiefs of Staff. 1. We have considered the organisation of Intelligence in South East Asia and the Far East generally, in the light of the termination of Supreme Command in South East Asia, the changes which have taken place or which are foreseen in the areas of responsibility of the Commanders-in-Chief in those theatres, and the overall necessity for ensuring the most effective Intelligence service to the Commanders and Civil Authorities there, and to our Intelligence organisation as a whole.
