September, 1946 We are greatly concerned with the increasing Russian subversive activities in the Middle East as evidenced in reports by the Joint Intelligence Sub-Committee (J.I.C.(46) 38 (0) (Final) (Revise) and J.I.C.(46) 76 (0) (Final)) which you will have seen. We are examining what steps should be taken to counter these activities and you will be advised of the outcome in due course. 2. Meanwhile, we attach the greatest importance to impressing the United States Chiefs of Staff with the seriousness of the situation, and consider it would be most desirable if their views on Russia's position and opportunities in the Middle East could be brought to the attention of the President.
