Russian Enticement of German Scientists and Technicians. Report

6. This movement, if unchecked, will increase significantly Russian war potential. we consider the most satisfactory ways in which it may be held in check are by:(a) Fostering research and technical development of a non-warlike character in the British Zone. (b) The employment of German scientists within the Commonwealth, and in America and the American Zone. It is relevant here to state that we have been unofficially informed that the United States authorities have just decided to remove to the U.S.A., about 1,000 German experts and families expressly to deny them to a potentially hostile power.
