ANNEX From: To: Cabinet Offices S.A.C.S.E.A. COSSEA ........ August 1946 Reference SEACOS 739. Service officers attached to Consulates at Saigon and Batavia will have to be liaison officers and not attaches. 2. We consider the following arrangements should be made for British Service representation in Saigon, Batavia and Bangkok. Appointments of liaison officers should be made initially for one year duration and then reviewed in the light of existing circumstances:(a) (b) (c) Bangkok One attache from each Service.
