As a safeguard against the possible failure of this policy, they will also wish to maintain along their common frontier with China a belt of satellite territories in Manchuria, Innor Mongolia and Sinkiang. In the case of Manchuria, this policy will also provide positive advantages, in the shape of improved communications between Vladivostok and the rest of Russia, and a useful base for the support of the Chinese Communists against the Central Government.
