The Spread of Communism Throughout the World and the Extent of Its Direction from Moscow. Report

(1) It is evident from the report that Communism is a serious menace to the interests of the British Commonwealth both outside British territory, and to a lesser extent inside it, and we are of the opinion that it is essential that some immediate counter-action should be taken against this danger. If His Majesty's Government approve such counter-action, the Joint Intelligence Sub-Committee would be prepared to make various recommendations in this respect. (Signed) W.G. HAYTER W.E. PARRY G.W.R.
