ANNEX SCHEME FOR PROVINCIAL AUTONOMY FOR PALESTINE A. IMMEDIATE REACTIONS IN THE MIDDLE EAST TO AN ANNOUNCEMENT THAT WE INTEND TO PUT THE SCHEME INTO FORCE THE JEWS IN PALESTINE Objections 1. (a) The division of Palestine into Jewish and Arab Provinces conflicts with the Zionist aspiration that the whole of Palestine should become a Jewish National State. (b) The Jewish Province under the scheme excludes Jerusalem, which is inevitably the main focus of Zionist aspirations. (c) The Jews had hoped that the solution contained in the Anglo-American Committee's Report would in fact leave the door wide open for the establishment of a Jewish State.
