ANNEX (A) UNLIKELIHOOD OF EARLY YUGOSLAV ATTACK IN VENEZIA GIULIA 1. In a previous report+ we estimated that the Yugoslav Government were unlikely to take early offensive action in regard to Venezia Giulia. The measure of agreement now reached by the Foreign Ministers in Paris makes such action less, rather than more, likely than it appeared on 6th June, the date of the above quoted report. 2. Yugoslav action against Trieste and Venezia Giulia might take place either with or without the prior connivance of the Soviet Government.
