4. Overseas Chinese are likely to be more fervent patriots than those in the homeland because they will not be disillusioned by the starvation, inflation and corruption common in China and because, in the countries of their adoption, nationalism and independence are governing principles. Moreover, there is evidence that the Chinese governments, both National and Communist, are putting out propaganda and initiating underground activities among their overseas communities. They are closely studying and following Japanese methods.
