In light of: (a) Extreme shortage of man-power in all three Services. (b) Assistance to be anticipated from J.I.B. (Australia). (c) Probable reduction and even disappearance of S.E.A.C. in near future. (d) Elimination of Japan as a potential enemy, we consider figures given in paragraph 6 SEACOS 696 to be too large.
