The capture of the Yugoslav Cetnik leader, Draza Mihailovic, has already begun to revive public controversy over the role he played during the war; and this may be expected to increase as his trial approaches. Newspaper paragraphs and House of Commons' questions make clear that a large body of opinion regards Mihailovic as a friend of the Allies, and that British and American officers are prepared to come forward to testify for him. 2. In order to prepare for such a controversy and, if possible, to prevent it from further embittering relations between Yugoslavia and ourselves, I suggest that the J.I.C.
