Implications of Recent Russian Movements in Persia

CONCLUSIONS 9. From our study of reports received, we conclude as follows:(a) Reported movements of Russian troops in Persian Azerbaijan indicate the strengthening of Russian forces on the frontier with Turkey and Iraq, and on the border between Azerbaijan and Persia proper. "Democrat" forces have also moved into the northern part of Gilan with the object of incorporating this territory into Azerbaijan. (b) Confirmed Russian movements are of small bodies of troops of battalion strength or less.
