Even though the planning work of the M.S.C. would be restricted to contemplating cases where conflicts might arise between countries other than the Great Powers, general intelligence appreciations, if they were to be realistically written, could hardly disregard the threats arising from the policies and military dispositions of the Great Powers themselves.
