We have, therefore, examined the form of pre-war Service estimates which were submitted individually by the three Services to Parliament. These service estimates consisted of a number of Votes dealing with particular aspects of expenditure. Our comments on particular Votes are given in the Appendix. As the Votes contained in the estimates of the three Services do not wholly coincide in sequence or in content, we have had, in some cases, to examine separately Votes peculiar to one Service, although the comments on those Votes have been agreed between the three Services.
