TOP SECRET JIC 11(45) JOINT INTELLIGENCE COMMITTEE SEAC. THE FUTURE SITUATION IN MALAYA 1. We have examined the internal situation in Malaya with a view to assessing its probable course of future development. The following paragraphs state our conclusions. The considerations on which they are based are given in the attached Annex. CONCLUSIONS 2. Although considerable progress has been made by the British military Administration, and although the situation in Malaya has improved, there is not likely to be continued improvement in the coming months.
