MEN HELD BACK 5. The only outstanding class that need give us any hesitation is those given low priority for release or held back as dangerous or special cases. It is certain that some of these must continue to be detained. which those should be is still under discussion in Berlin. Our own proposals are contained in J.I.C.(CCG) 45/1+ and J.I.C./CCG) 45/4*; but on any plan at present contemplated only a few of those still held will be detained after the general discharge is complete. The man at present thus held back on grounds of security, but not due for detention, fall mainly into two categories: (a) Officers.
