Against this must be set the composition of the Convention only 2% from East Java and 26% from Middle Java. Following on the result of the Convention, the Government have elected from their supporters a National Executive Committee of 17 members, and they propose to choose 8 more from the interior of Java. The success or failure of this attempt to penetrate the Interior is important and at present unpredictable. 5. Thus, on the Indonesian side, the stage is being set for negotiations between the Dutch and the Moderates, and there is no doubt that the Moderates are prepared to settle on a basis of much less than complete independence.
