Russian Intentions in S.E. Europe Report by the J.I.C.

The 19th Century for a Russian, means above all a struggle for an outlet towards the Mediterranean and a constant thwarting of this desire, firstly by Britain and France until 1856 and then by Germany and Austria from 1878 (Congress of Berlin) till 1914. In the first period Britain was the main opponent throug her desire to help the Greeks in their independence and later to give support to Turkey as a bulwark against Russian designs on the Arab world and India. In 1856 France incurred the Russian displeasure for the Treaty of Paris but was replaced in this ro by Germany in 1878.
