9. The discussions were hampered from the outset by:(a) The fact that the terms were not presented until after the end of the war with Japan, although the Siamese had notified to the Allies their willingness to turn against the Japanese, before the latter had capitulated. They refrained from doing so at the request of the Allies, who considered that the moment was not opportune. (b) The fact that the Siamese considered that they had American support for their contention that the British terms were unduly harsh.
