4. Commanders-in-Chief would continue to have their own operational intelligence staffs irrespective of whether or not there was a J.I.B. in their theatre, but a J.I.B. would allow considerable reductions in the establishment of those operational intelligence staffs. We are approaching Canada and Australia asking them to consider the question of setting up some form of Joint Intelligence Bureau, but have not yet received their replies. 5. We would welcome your views on our proposals, and, in particular, any proposals you may wish to make for co-operation in this matter.
