Press Censorship Arrangements in the N.E.I. Report by the J.I.C.

As to (a), we are advised by our Public Relations Departments that any re-imposition of censorship for any reason other than the security of the State would be regarded by the Press as an unwarranted attempt to muzzle their freedom of expression. This would encounter their violent opposition and lead to a serious deterioration in our official relations with them, which it is most desirable to avoid. The mere avoidance of embarrassment to the Government would not be regarded by the Press as any reason for Censorship.
