9. France. French forces of occupation are likely to stay until the end, as after the last war. In addition, the French are prepared to extend their commitment by participating in an international control of the Rhineland and of the Ruhr, and they might be ready to take over part of the existing U.S. zone to round off the present awkward and divided French zone. Continued French opposition to the establishment of a central German administrative machine is likely to delay the process of turnover of responsibility to German authorities and so to prolong our own administrative commitment.
