Relations with the Russians JIC (45) 163 (0) dated 23rd May, 1945 General GAMMELL, who has just returned from MOSCOW has read the above paper and he gave me his comments verbally as follows:There can be no doubt whatsoever that the principle of reciprocity should be continued with the Russians. The paper was originally intended to deal with this question primarily from the point of view of technical or other intelligence, but it is equally applicable to all forms of information, including that on the Russian fighting forces.
