(c) We consider that these measures can be effective only if all the Allied Controlling Powers are willing to enforce and maintaim them, or substantially similar measures. in face of bitter outcry in Germany and a probable reaction of opinion elsewhere. (d) The measures outlined above will not of course by themselves suppress the many thousands of German Officers and Other Ranks who may keep the spirit of German militarism alive. We believe however that they attack the Central root of the problem.
