I consider the figures given by French M.A. should be treated with reserve but it is a fact that all movements of Russian citizens ex Moscow have been prohibited for 10 days, and that even authority for journey by Australian Minister was cancelled at short notice. Moreover some two days ago attempts were made to requisition a Mission car on the road late at night to enable Russian soldier to rejoin his unit in Moscow to which he was recalled at short notice. 5. At the same time Stalin has today published a decree ordering immediate demobilization of 10 more classes NCO's and men only together with some specialists.
