5. The application of this policy will, however, probably vary with local political conditions as between one country and another. The armistice terms for Roumania contained no maximum limit for the armed forces but Stalin is reported to have told the Roumanian War Minister that Roumania can count on an army of 17 divisions totalling some 200,000 men, which is in fact its present strength. Further, though Stalin is reported as saying that the Bulgarian army is to be reduced from its mobilised leval, as in fact is now occurring.
