13. (b) Yangste Ports. The Chungking Government should be able to establish some kind of control along the Yangtse if aided by transport and supplies, though there will probably be sporadic attacks by communist guerrillas throughout this area and especially around Hankow and Nanking. The Chungking Government's effective control of the area north of the Yangtse is likely to be confined to the coastal cities for some time, with the Communists controlling large areas of the interior whence they are unlikely to be evicted except through civil war or as a result of a general settlement.
