Appendix "A" Powers and Activities of the Renner Government Assumption of Authority 1. The Renner Government was formed by joint consultation between the political parties of Austria. This is stated by Renner himself in his communication to Mr. Churchill (repeated by Mr. Stevenson to FO 2 may 45). Invoking the Crimea (sic) Declaration, the Renner Government published on 27 April a proclamation, of which the main points were (i) Restoration of the Democratic Republic of Austria in the spirit of 1920 (ii) Establishment of a Provisional Government will full legal authority.
