ANNEX 'B' 8. Apart from current campaigns mentioned in paragraph 9, it is emphasised that approximately 70,000 Japanese remain in islands between Celebes and Australian New Guinea. If strategy which we favour is adopted, liquidation these areas would be held over until Japan is defeated. Nevertheless, until this accomplished it is essential that United States America should continue provide portion of necessary forces and ancilliary services to neutralise enemy in these areas. If, on other hand overall plan contemplates subduing these areas, following factors should be taken into account and forces increased correspondingly.
