indicating to the military commander the targets which they wish to examine and of providing the expert personnel required to accomplish their exploitation. Such personnel, while in the area, must operate under the administrative control and direction of the military commander, whose responsibility it is to facilitate the accomplishment of their mission by securing designated targets and providing administrative facilities to the extent that the military situation permits. It is not the responsibility of the military authorities to anticipate the intelligence needs of civil departments or to accomplish the expert examination of their targets.
