COURSE V To continue to administer Palestine as at present and, after the exhaustion of the White Paper quota, to continue to permit Jewish immigration to the extent now permissible, but without prior consultation with the Arabs. Jewish reactions to Course V would be much the same as to Course IV. The Arab reaction would probably be less violent than in the case of Course IV, at any rate initially. Prior notification, as recommended by the High Commissioner for Palestine, of the introduction of this course would have the effect of diminishing the unfavourable reaction among the Arabs to the immigration policy proposed.
