Such repercussions as might occur in Tripolitania could be kept under control by the civil authorities with the aid of the present garrison, and the reactions elsewhere would be negligible. 5. Factors as yet imponderable which will influence the degree of reaction to any of the courses are the relations, at the time of the announcement, between His Majesty's Government and the Governments of Egypt and Iraq (particularly with regard to Treaty Revision), the state of tension existing in Levant States, and the solidarity of the Arab League.
