ANNEX I Proposed Establishment of Joint Intelligence Bureau We estimate that the Joint Intelligence Bureau will be able to carry out the duties contained in its proposed terms of reference (Annex III) with the following civilian staff and appropriate clerical assistance, advised where necessary by experts in the Service and other Departments:A. Director and Senior Officers It is proposed that the Director should have a status not lower than that of Principal Assistant Secretary and that his Deputy and his Assistant Director should have the rank of Assistant Secretaries.
