Pending Control Council action on this subject, the United States and British zone commanders in Germany should be instructed to allow investigators of one government to visit targets in the zone occupied by the other and to exchange the intelligence procured from targets in both zones. RECOMMENDATIONS 7. It is recommended that: a The Combined Intelligence committee be directed to dissolve C.I.O.S. upon dissolution of SHAEF, except that the C.I.O.S. Secretariat shall be allowed to complete its compilation work in London on targets already investigated at that time.
