I. RUSSIA'S POLICY IN HER ZONE 1. We have very little precise evidence from which to assess Russian policy towards the part of Germany which they occupy. Now that our troops are occupying Berlin, it is important that the maximum amount intelligence be obtained about conditions in the Russian zone, so that a clearer picture can be obtained of how efficiently and towards what goal the Russians are leading their zone. As yet only the most tentative conclusions, which are given below, can be reached from the evidence so far available, and it is to be hoped that during the next two months a far more authoritative picture will be able to be drawn.
