General Considerations 5. The factors which would influence the degree of reaction in each of these States are:(a) The nature of the relations (friendly or strained) existing at the moment between HMG and the Governments of each of these States, and also the current situation in regard to any outstanding questions between HMG and these States, e.g. revision of the AngloEgyptian and Anglo-Iraqi Treaties. (b) The situation in the Levant and the current attitude of HMG in regard thereto. (c) The degree of unity existing at the moment between the States which are members of the newly created Arab League.
