In our opinion stories concerning tactical deception in 1940-41 would be harmless, since no organised deception staffs existed at that time nor any definite deception plans. At the same time, however, it is recommended that in publishing such stories no mention should be made of :(a) W/T or any form of radio deception or radio counter-measures. (b) Technical details and locations of static devices employed by the R.A.F. for the purpose of misleading enemy aircraft. 4. As regards the release to the Press of any further deception stories in the future, it is proposed that this should be regulated by the Combined Intelligence Committee in Washington, who should be authorised by the Combined Chiefs of Staff to release individual deception stories from time to time, provided they did not indicate the existence of organised deception staffs or any definite deception plans.
